State governments are no longer merely “experimenting” with artificial intelligence; they are building structured, statewide strategies for using, governing, and funding AI. The IBM Center report AI in State Government: Balancing Innovation, Efficiency, and Risk traces this shift from scattered pilots to coordinated programs in areas as diverse as tax administration, wildfire detection, child welfare, and regulatory reform.
For contractors serving federal or state governments, this is not just an interesting technology trend. It is a roadmap for the types of capabilities, safeguards, and services public-sector clients will increasingly expect in solicitations and performance.
The report describes how states such as Utah, Virginia, Washington, and Pennsylvania are using generative and agentic AI to reduce call-center backlogs, pre-screen environmental imagery, streamline regulations, and convert dense technical documents into clear, plain language for residents and staff. These efforts are explicitly framed as a way to give public employees “superpowers” rather than to replace them.
